

The Justification for Change (JFC) begins the Change Management process is the Who, What, Why and How. The Initiator is able to document the impacts to scope, schedule, cost and reasoning and funding. The JFC process is to inform the Controls and Project Manager of how decisions impact cost recording and deliverables.
This is an internal Controls Document that once the JFC is approved a Contract Directive is issued to the vendor for pricing.
