Process DescriptionThis process is used to Approve Budget based on the GATE Process that is managed by the Investment Committee (IC) and Capital Authorization Request (CAR) process to begin awarding/authorizing Scope. There are different phases of funding which are below:
Budget Types:Pre-CAP FundingPreliminary Funding authorized by the Investment Committee (IC) prior to Capital Authorization Request (CAR). This is also know as Concept Development Funding (CDF). This Budget Type represents Leadership's intent to get additional program details to move the Project forward.
Capital Authorization Requests (CAR)Capital Authorization Request (CAR) represents TWDC Board approval of scope, budget and schedule.
CAR CorrectionCAR Correction is a CAR Budget Type is used when Project Leadership agrees the Program has changed enough from when the CAR was approved to reallocate the Original Budget and set a new baseline.
Supplemental BudgetsSupplemental Budgets can be additive or deductive, and can only be used after the CAR Budget has been approved. This Budget type is used when funding is allocated from other Business Units within TWDC to WDI (known as Z Funding) or Estimated Final Cost (EFC) memo.
